本案為桃園區經國市民活動中心暨社會福利設施新建工程,座落於同安街同新公園內,旨在因應經國地區人口快速成長所帶來的社區活動、托育照顧及身心障礙服務需求。設計以「同新共融平台」為核心理念,將公園既有的平面「S 型步道」轉化為垂直串聯的立體動線網絡,透過建築外側的景觀大階梯與退縮露臺,引導民眾從一樓市民活動中心、二樓公共托育中心、三樓身障服務中心一路漫步至屋頂花園,模糊公園與建築的邊界,打造一座生長於公園中的「立體社區客廳」。量體配置採取靠右布局,順應基地由西向東降約一公尺的高程變化,以微創整地與基地內土方平衡原則留設無障礙緩坡,並最大化保留公園既有綠地與兒童活動腹地。立面設計轉化園內肯氏蒲桃筆直挺拔的林蔭意象,運用高低錯落的木紋磚構件與深淺層次,搭配樸實耐候的洗石子基座及溫潤的紅磚樓梯核心,與周邊綠帶自然對話;全案更結合北向穩定採光、被動通風遮陽、雨水貯集與 BIM 數位模型整合,具體落實綠建築銅級標章與建築能效 1 級的永續友善目標。
Located within Tongxin Park along Tong’an Street in Taoyuan District, the Jingguo Civic Activity Center and Social Welfare Facility responds to the growing local demand for community gatherings, public childcare, and disability support services driven by rapid urban development. Guided by the vision of an "Inclusive Community Platform," the project translates the park’s signature winding "S-shaped pathway" into a multi-tiered vertical promenade; continuous open staircases and cascading setback terraces link the 1st-floor civic center, 2nd-floor public daycare, and 3rd-floor disability services center all the way to a landscaped roof garden, blurring the boundary between architecture and park to create a vibrant "three-dimensional community living room". The building massing is positioned along the eastern perimeter to respect the existing terrain—accommodating a 1-meter topographical drop with integrated accessible gentle ramps—while minimizing cut-and-fill operations and maximizing open green space and playground areas for residents. Inspired by the surrounding forest of Syzygium cumini (jambolan) trees, the façade incorporates vertically staggered wood-grained tiles, a tactile washed-terrazzo plinth, and a warm red-brick stair core, echoing the rhythmic light and shadow of the canopy. Furthermore, through north-facing natural illumination, passive cross-ventilation, rainwater harvesting, and rigorous BIM-driven MEP coordination, the project fulfills the standards of an EEWH Bronze-level Green Building and a Level 1 Building Energy Efficiency Rating.
