新北市第二行政中心為三軸心三軸線翻轉都市規劃中的新核心, 同時也是提供各單位能夠相互連結的新樞紐一NEW HUB, 得以 具備各種彈性應用與多元利用之空問想像。
尺度的轉移
整體規劃的概念由宏觀至微觀, 從都市尺度>建築尺度>室內尺度>人的尺度
延續自建築立面的格柵語彙,從建築尺度面對都市面向轉為更加 細緻的室內尺度面對人的感受;從建築物面對都市的冷調轉換到 室內對人的暖調。

New Taipei NEW HUB – Design Concept
The New Taipei City Second Administrative Center serves as a new core within the “Three Axes, Three Centers” urban planning framework. It functions not only as a pivotal point in the city’s spatial organization, but also as a NEW HUB—a nexus that enables interconnection among various governmental units, offering flexibility, adaptability, and diverse possibilities for future use.
Shift of Scale
The overall design strategy moves from macro to micro, transitioning across multiple scales:
Urban scale → Architectural scale → Interior scale → Human scale
The façade’s architectural grille language is extended into the interior, transforming from a large-scale urban expression into a more refined indoor articulation tailored to human perception. This transition shifts the tone from the cool, formal presence of architecture facing the city to a warmer and more welcoming atmosphere within the interior, responding to human needs and comfort.
